First-Time Buyer in Queen Creek? Here's Which Down Payment Programs Actually Apply to You

by Dana Massey

You found a down payment assistance program online, got excited about the numbers, then read the fine print and realized it doesn't cover your zip code. If you're house hunting in Queen Creek, that letdown happens more than it should, and it's not your fault.

TL;DR: Queen Creek sits on both sides of the Maricopa and Pinal County line, and which down payment assistance program fits depends on which side your future home is on. Home in Five Advantage only covers homes in Maricopa County. HOME Plus is statewide and works anywhere in Queen Creek or San Tan Valley. Arizona Is Home now has two tracks: the Arizona Industrial Development Authority's version covers every county except Maricopa and Pima, which includes the Pinal County side and all of San Tan Valley, and a separate Maricopa County track runs through Home in Five Advantage. Your lender needs the property address, not only "Queen Creek," to tell you which one applies. Program terms change, so confirm everything here with a participating lender. For the five-city price picture, see my East Valley market data guide.

What you'll learn:

  • Why the same search for "Queen Creek down payment assistance" gives contradictory answers
  • How HOME Plus works and who it's open to
  • How Home in Five Advantage works, and why it only applies to part of town
  • How Arizona Is Home works on the Pinal County side, and what changed for Maricopa County
  • What your baseline down payment looks like before any assistance is added

Why Queen Creek Trips Up Down Payment Research

Most East Valley towns sit cleanly inside one county. Queen Creek doesn't. The town is mostly in Maricopa County, and its limits reach into Pinal County along its eastern and southern edges. San Tan Valley, right next door, is entirely in Pinal County. Some of Arizona's down payment assistance programs are run by county-level authorities and some are statewide, so a program built for Maricopa County has no obligation to serve a Pinal County address, even if both addresses say "Queen Creek, AZ." If you're not sure which county a home is in, look up the parcel with the county assessor before you look up a program.

HOME Plus: The One That Works Almost Anywhere in Arizona

Run by the Arizona Industrial Development Authority, HOME Plus offers up to 4% in down payment and closing cost assistance in every Arizona county, city and zip code. Per the program's own site in October 2026, borrower income can't exceed $155,386 (as of April 6, 2026), one borrower has to complete a homebuyer education course before closing, and the second mortgage is fully forgiven after 60 months. Confirm current terms and your own eligibility with a participating lender.

Home in Five Advantage: Only If Your Address Says Maricopa County

Up to 6% in down payment and closing cost assistance, a minimum FICO score of 640, annual income up to $153,440, and a required 8-hour homebuyer education course through an Arizona-based HUD-approved housing counseling agency, per the program's site in October 2026. The program runs through the Industrial Development Authority of Maricopa County and only applies to homes in Maricopa County. Confirm current terms with a participating lender.

Arizona Is Home: The Pinal County Side, Including San Tan Valley, and a New Maricopa Track

The Arizona Industrial Development Authority runs Arizona Is Home with the Arizona Department of Housing. Per the program's site in October 2026, eligible first-time buyers get a below-market, 30-year fixed-rate mortgage with 4% down payment assistance as a non-forgivable second mortgage, and income has to be at or below 100% of area median income. It's available in every Arizona county except Maricopa and Pima, plus one exclusion for Chino Valley, so it covers Pinal County, including all of San Tan Valley and the Pinal portion of Queen Creek. Funding is limited each year. When the money runs out, the program pauses until the next year, so ask your lender whether it's open right now.

On the Maricopa County side, the Arizona Department of Housing now lists a separate Arizona Is Home track for first-time buyers. It runs through Home in Five Advantage and has its own income limit and terms.

What You Still Need Before Any Assistance Kicks In

FHA loans generally start at a 3.5% down payment, and some conventional first-time-buyer loans start at 3% down. Both depend on your credit and the loan. You'll still go through standard underwriting.

I'm a real estate agent, not a lender. Limits, rates and funding change during the year, so confirm every number with a participating lender before you budget around it.

How to Actually Use This Information

Start with the address, not the program. Find out which county the home is in, then ask a participating lender which programs fit that address and your income. Check my market snapshot tool for live Queen Creek and San Tan Valley numbers, or start with my Queen Creek page.

FAQ

Do I have to be a first-time buyer to use these programs?

It depends on the program. Arizona Is Home is for first-time buyers, with exceptions the program lists for qualified veterans and targeted areas. The HOME Plus and Home in Five Advantage program pages don't list first-time buyer status as a requirement, and both require homebuyer education. Confirm with your lender.

Can I stack more than one down payment assistance program?

Generally no. Each program pairs with its own first mortgage, so plan on using one. Ask your lender what can be combined with it.

Is San Tan Valley treated differently from Queen Creek for these programs?

San Tan Valley is entirely in Pinal County, so HOME Plus and the Arizona Industrial Development Authority's Arizona Is Home can apply there, and Home in Five Advantage can't. Queen Creek is split, so eligibility depends on the specific address.

What credit score do I need for down payment assistance in Arizona?

Minimums vary by program and loan type. Home in Five Advantage lists a minimum FICO score of 640 on its site as of October 2026. Ask a participating lender for the current minimum on HOME Plus and Arizona Is Home.

Does down payment assistance cover closing costs too, or only the down payment?

HOME Plus and Home in Five Advantage both describe their help as down payment and closing cost assistance. Arizona Is Home is described as 4% down payment assistance through its second mortgage. Your lender can show you how the funds apply at closing.
